SNOTEL and CO snow links

Some of you may have noticed the 14ers.com map SNOTEL layer was not being updated. The US Gov site changed some links and I've fixed it here.

Also, I updated the "CO Snowpack Info" link on the main "ROUTES & PLANNING" menu.
